Give the Viaduct Its Elbows

Every moving bridge in Tavren borrows somebody’s joints. Neri Venn checks the cuffs, records the hours and sends the operators home. Then she finds a hinge still turning after its donor has been released. With a canal diversion approaching and her sister summoned for another shift, Neri has nine days to teach a viaduct to stand without borrowing a body.
